Usage rule: if the record is current and the case is within scope,
reuse it without requesting the same approval. Checking validity is not requesting approval.
A relevant change, contradiction, error or expired validity: suspend affected use and review.
A new action outside the scope: obtain specific authorization before carrying it out.
Revocation disables use without deleting history.

Before approving: do I understand what will be reused, by whom and in which situations?
What error could be repeated? How can it be detected, corrected and communicated to those affected?
Approval does not make information true or authorize every action.
