INEMA GOV 2027 · city halls

The city hall that learns transforms what it already does.

In 90 days, the city hall team trains itself, improves an internal process and delivers a simple solution for citizens.

INEMA GOV 2027 — the city hall that learns: training and method for city halls
In short

INEMA GOV is an applied training program for city halls. Managers, civil servants and the IT team learn to map real processes, simplify routines and build small digital solutions, using artificial intelligence safely. In three months they produce two tested solutions: one for internal work and one for citizens. Here you will find the method, the tracks with open INEMA courses, the templates to fill in and the pilot plan.

What it is

It is not about selling a course or a system. It is about leaving the capability inside the city hall.

Your city hall does not need to start by buying more software. It needs to learn to transform what it already does.

Two opening talks, month 1 learn, month 2 internal solution, month 3 citizen solution, 10 training tracks and a kit of templates

🎓 Applied training

Each department brings real processes to the workshops. Class happens on top of actual work, not invented examples.

🛠️ Two deliveries in 90 days

One internal solution (month 2) and one citizen-facing solution (month 3): small, tested and with a named owner.

🏛️ Capability that stays

Institutional, not partisan. Multipliers, documentation and a shared library continue after the administration changes.

Method

Six steps, always in the same order.

First understand and simplify the process. Only then think about technology.

Map→ Improve→ Build→ Validate→ Operate→ Measure and improve
1

Leadership

Mayor, deputy mayor, secretaries and appointed positions. Vision, priorities, governance and how to demand results. They do not need to code.

2

Heads and process managers

The core group. They map flows, find bottlenecks, redesign the work, specify and supervise.

3

Civil servants

Those who serve citizens and know the real problem. Practical use of AI and direct participation in improvements.

4

IT and multipliers

Integration, automation, agents, security, testing, deployment and maintenance.

Principle: do not train only IT. The knowledge of the people who do the work is essential to solve the right problem.

The path · step by step

Two talks, three months, three deliveries.

One in-person regional meeting per month, with practice and exchange between municipalities, and online activities between meetings.

A

Talk A — leadership (4 h)

The municipality in the age of AI · how to transform management · the INEMA GOV method · mobilization.

Output: formal support, designated owners and pre-selected problems. Sponsorship agreement
B

Talk B — civil servants (4 h)

AI without complication · real problems of daily work · from idea to solution (live demo) · engagement workshop.

Output: mobilized civil servants, a list of pain points and working groups formed.
1

Month 1 — Learn to transform

  • Training in AI applied to municipal management (tracks 1 to 5).
  • Map real processes and list the systems already in use.
  • Choose two small projects: one internal, one for citizens.
Delivery: diagnosis, mapped processes, prioritized projects and prototypes.
2

Month 2 — Improve the city hall's work

  • Build the internal solution with the civil servants (e.g. maintenance requests, HR requests).
  • Test with real users and adjust the process, not just the screen.
  • Document operation, owner and limits.
Delivery: internal solution tested and validated by the team.
3

Month 3 — Make citizens' lives easier

  • Build the solution for the public (e.g. tracking requests, waste collection calendar).
  • Validate plain language, accessibility, privacy and a support channel.
  • Present the results at the regional meeting.
Delivery: solution tested and, if approved, published; report and continuity plan.
12

Months 4 to 12 — keep evolving

In the annual program: one meeting per month, new improvement cycles, tracks 6 to 10 in more depth, multipliers leading the next cycle and the shared library growing.

Goals to plan for, per municipalityRange
Civil servants trained30–60
Processes mapped10–20
Improvements prioritized3–5
Solutions validated2 (one internal, one for citizens)

These are goals for planning, not guarantees. They change with size, digital maturity, access to systems and approvals. No complete system or complex integration in 90 days.

Training

Ten tracks. Most already have an open INEMA course.

The heart is tracks 3 and 4: mapping and improving processes. Where no course for the public sector exists yet, it says "gap" — that is where the new courses and the pilots come in.

1 · AI in public service

Fundamentals, applications and limits. All audiences.

Gap: examples and limits specific to Brazilian city halls.

2 · Transformation management

Leadership, priorities and indicators.

Gap: talk A in class format.

3 · Process mapping

Interviews, flows, bottlenecks and rules.

4 · Work redesign

Simplify, standardize and eliminate steps.

Gap: municipal redesign cases — they come out of the pilots.

5 · AI in administrative routines

Documents, research, spreadsheets and reports.

Gap: the same routine in the browser only, without a terminal.

8 · Existing systems and data

ERP, APIs, interoperability and registries.

Main gap: integration with the systems the city hall already uses.

9 · Security and governance

Data protection (LGPD, Brazil's data protection law), auditing, access and risks.

Gap: LGPD and Law 14.133/2021 (public procurement) in city hall practice.

10 · Continuous improvement

Indicators, evaluation and LOOP-R.

Labs by department

Each department brings a real process.

These are not ten new systems. Each team chooses and solves high-impact, low-risk processes.

AreaProject examples
AdministrationDigital registry, document routing, task control
Human resourcesVacations, internal requests, onboarding of civil servants, rules lookup
Procurement and biddingDemand organization, document checking, contract tracking
Public works and infrastructureMaintenance requests, work orders, inspection
EducationSchool administration, documents, communication with families
HealthAdministrative routines, queue organization, requests
Social assistanceService flows, documents, follow-up
Finance and taxationService desk, queries, administrative checks
EnvironmentRegistrations, inspections, requests
Mayor's office and ombudsmanTriage, citizen service, reports

Social benefits, health, taxes, sanctions and citizens' rights require legal assessment, quality data, human oversight and additional controls. They are not automated without these safeguards.

Template kit

Eight templates to copy and fill in.

Plain text, to print or paste into a city hall document. The pilots will adjust each one. The templates are linked in Portuguese (in Portuguese).

Library rule: share method and authorized artifacts, never municipal or personal data without a legal basis and controls. This material organizes points of attention and does not replace the analysis of each municipality's legal counsel.

Pilots · to be set up

One pilot for each phase and each solution.

Test the method before taking it to other city halls. No pilot is set up yet; this is the working list. Afterwards, three city halls of different sizes and the national replication kit.
